Title:
Resource Allocation Dilemmas: A Behavioral Perspective
Abstract:
When allocating resources, equity and efficiency often conflict. For example, a manager who can give a single gift-card as bonus, but has two equally-deserving employees, faces a dilemma. The manager can give the gift-card to one of the employees (creating an efficient yet inequitable allocation), or give it to neither, letting it expire but keeping fairness (creating an equitable yet inefficient). I will present findings from behavioral research, showing how the tradeoffs decision makers reach in such allocation dilemmas vary with the situation. In particular, I will present three lines of research demonstrating how the person’s level of agency (i.e., their control over the outcomes), their role in the allocation setting (a partial third party or a disadvantaged party), and the framing of the choice set (loss or gain) affect the tradeoffs reached.
